Epic spells

Can all epic spells be cast by all casters with level 9 spells and 21+ caster levels and the required spellcraft?
I couldn't get a druid epic warding and mage armor on local.

Epic warding and Epic Mage armour is only chooseable for a lvl 21+ wizzy or sorc.
Or a lvl 15+ Palemaster.

Johann has epic warding and he's a pure cleric.
